SETOUT turns a register ON, and holds it on even if its input condition
changes. Contrary to SETOUT, RSTOUT turns a register OFF and holds it
OFF even if its input condition changes.

On the first rung in the example below, SETOUT will turn P5 ON when P0
turns ON, and will hold P5 ON even if P0 turns OFF. In the second rung of
the example below, RSTOUT will turn P5 OFF when P1 is ON, and will hold
P5 OFF even when P1 turns OFF.</description>
